The shift to the WPI base year 2022-23 is, for an Indian Statistical Service aspirant, the single most useful current affairs topic of the year. Stop and read this one twice.
Most current affairs topics are shared with every other examination in the country. This one is yours. It sits inside your General Studies paper, inside Official Statistics for Statistics Paper II, inside Index Numbers for Statistics Paper III, and it is exactly the kind of thing an interview board asks a future official statistician.
Very few topics work that hard for you.
Short answer. The Office of the Economic Adviser, under the Department for Promotion of Industry and Internal Trade, revised the Wholesale Price Index base year from 2011-12 to 2022-23 and, on 15 June 2026, launched a new Producer Price Index framework. The item basket expands from 697 to 957 items, weights shift from Net Traded Value to the Gross Value of Output method, and for the first time India will measure price change in services at the producer stage, which the old wholesale index never covered.
Why a Base Year Matters at All
An index number compares today’s prices with a chosen reference period. That reference period is the base year, set at a value of 100.
Two things go stale as a base year ages.
The basket. Consumption and production change. Items that mattered in 2011-12 lose relevance, and items that did not exist at scale, such as solar power, become significant.
The weights. Weights reflect the economic importance of each item in the base year. When the structure of the economy shifts, old weights quietly distort the whole index without anything appearing to be wrong.
That second point is the one worth writing. A stale index does not announce its own error. It simply measures a version of the economy that no longer exists.
What Changed With the WPI Base Year 2022-23
| Feature | Old series | New series |
|---|---|---|
| Base year | 2011-12 | 2022-23 |
| Number of items | 697 | 957 |
| Weighting method | Net Traded Value | Gross Value of Output |
| Services coverage | None | Included, through the PPI |
| Launch of PPI framework | Not applicable | 15 June 2026 |
The weighting change is the technical heart of it
Net Traded Value weights items by the value of goods actually traded in the wholesale market.
Gross Value of Output weights them by the total value of what is produced.
The difference matters because the two measure different things. Traded value misses output that does not pass through wholesale channels. Moving to Gross Value of Output aligns the index with production rather than with distribution, which is what a producer price index is supposed to measure.
If you can explain that distinction in one sentence, you have said something in an interview that most candidates cannot.
What a Producer Price Index Actually Is
A Producer Price Index measures the average change in prices received by domestic producers for their output.
Compare the three:
| Index | Measures prices | At which stage |
|---|---|---|
| Consumer Price Index | Paid by consumers | Retail |
| Wholesale Price Index | Of goods traded | Wholesale |
| Producer Price Index | Received by producers | Factory gate |
The gap the PPI fills is services. India’s Wholesale Price Index covered goods only. Services are now well over half of India’s Gross Value Added, and the country had no producer stage price measure for any of it.
An economy that is majority services was measuring inflation with a goods only wholesale index. That is the sentence to carry into the hall.
Why Several Base Years Are Being Revised Together
This is not an isolated change. The government has been revising several base years in the same period, across the wholesale index, the consumer index and the index of industrial production.
Coordinated revision matters statistically, because indices that share a base year can be compared directly. Indices on different base years cannot, without a linking factor.
The Index of Core Industries moved to the same 2022-23 base year in July 2026, published with a linking factor to join the old and new series. That article is the direct sequel to this one.

How This Is Asked in the UPSC ISS Paper
Three separate doors, which is why this topic repays the time.
| Where | How it appears |
|---|---|
| General Studies, Question 3 | Economy. Inflation measurement, index numbers, price data |
| Statistics Paper II | Official Statistics. The Indian Statistical System and its price indices |
| Statistics Paper III | Applied Statistics. Index number theory, base shifting, splicing |

Model answer skeleton, about 200 words
- Opening. The WPI base year 2022-23 replaces 2011-12, with a PPI framework launched on 15 June 2026 by the Office of the Economic Adviser.
- Why base years are revised. The basket and the weights both go stale as the economy changes.
- What changed. 697 to 957 items, Net Traded Value to Gross Value of Output, and services now covered.
- What a PPI is. Prices received by producers at the factory gate, against consumer and wholesale stages.
- Why it mattered. A majority services economy had no producer stage price measure for services.
- Closing. Index revision is not administrative housekeeping. It changes what the number means, and every policy decision built on that number.
The Link to Your Statistics Papers
This is where you gain marks a general aspirant cannot.
Index Numbers in Statistics Paper III covers price relatives, Laspeyres, Paasche, Marshall Edgeworth and Fisher indices, base shifting, splicing and deflating, and the tests for index numbers.
Every one of those concepts is live in this news story. Base shifting is precisely what a base year revision is. Splicing is what a linking factor does. The choice between Net Traded Value and Gross Value of Output is a weighting decision of exactly the kind your syllabus asks about.
Study this topic once and you have studied it for three papers.
Three Mistakes to Avoid
Calling it just a technical update. A base year revision changes the measured inflation rate, and monetary policy responds to that number. It is a policy relevant change, not housekeeping.
Confusing PPI with WPI. Wholesale measures traded goods. Producer measures prices received at the factory gate, including services. They are different stages of the same chain.
Writing about goods only. The services coverage is the headline. An answer that describes the basket expansion and never mentions services has missed the point of the exercise.
Frequently Asked Questions
What is the new WPI base year?
The Wholesale Price Index base year has moved from 2011-12 to 2022-23, with the revised series carrying 957 items against 697 previously.
What is the Producer Price Index in India?
A Producer Price Index measures the average change in prices received by domestic producers for their output, at the factory gate stage. India’s PPI framework was launched on 15 June 2026 and, unlike the Wholesale Price Index, it covers services.
Who revises the WPI base year?
The Office of the Economic Adviser, under the Department for Promotion of Industry and Internal Trade.
What is the difference between WPI and PPI?
The Wholesale Price Index measures prices of goods traded in wholesale markets. The Producer Price Index measures prices received by producers at the factory gate and includes services, which the wholesale index does not cover.
Why did the WPI weighting method change?
The new series moves from Net Traded Value, which weights items by the value actually traded in wholesale markets, to Gross Value of Output, which weights by total production value. This aligns the index with production rather than with distribution.
How many items are in the new WPI basket?
957, against 697 in the 2011-12 series.
Why does a base year revision matter for UPSC ISS?
It appears in three places: the General Studies Economy question, Official Statistics in Statistics Paper II, and Index Numbers in Statistics Paper III. Very few current affairs topics are examinable across three papers.
What Comes Next
The same office revised another major index on the same base year, and published a linking factor to join the old and new series. That linking factor is index number theory in action.
