Packages and Utilities for UPSC ISS is written into the syllabus in those exact words, and almost nobody covers it. It is also the one part of the Computer section that was clearly written because this is a Statistics examination.
Quick answer. Packages and utilities have produced 6 questions in the last ten papers, about one every eighteen months, worth 1.5 marks a year. Small, but easy, and the questions are unusually specific about named products. Which of these is not a web browser. Which of these are statistical software. Which of these is not correct about Python.
Statistics Paper I, Section IV. Syllabus item: operating systems, packages and utilities. If you are also taking Computing with C and R as a Statistics IV section, the statistical software part of this article overlaps directly with it.
The three layers of software
| Layer | Serves | Examples |
|---|---|---|
| System software | The machine | Operating system, compiler, assembler, device driver |
| Utility software | The machine’s housekeeping | Antivirus, backup, compression, disk cleanup, data recovery |
| Application software | The user’s work | Word processor, spreadsheet, browser, statistical package |
Utilities sit under system software in almost every classification. When a question offers both, choose utility software, because it is the more specific answer.
Utility software, task by task
A 2024 question listed five tasks and asked how many are utility tasks. The answer turns on one of them.
| Task | Utility? |
|---|---|
| Encryption | Yes |
| Virus scanning | Yes |
| Backup | Yes |
| Data recovery | Yes |
| Search and replace | No. It is a feature inside a word processor, which is application software |
The test for a utility. Does it maintain, protect or repair the system itself, or does it help you produce a document? Search and replace produces nothing and protects nothing. It edits your text, which makes it an application feature.
Application packages
| Package type | Used for | Common examples |
|---|---|---|
| Word processor | Documents | MS Word, LibreOffice Writer, Google Docs |
| Spreadsheet | Rows and columns, formulas, charts | MS Excel, Google Sheets, LibreOffice Calc |
| Presentation | Slides | MS PowerPoint, Google Slides, Impress |
| Database package | Storing and querying structured data | MS Access, MySQL |
| Web browser | Viewing web pages | Chrome, Firefox, Safari, Edge, Opera |
Two statements the paper has used
SQL is used for database management. True.
Spreadsheets are good for manipulating huge tables. This is the one to think about. Spreadsheets handle moderate amounts of tabular data well. For genuinely large tables, a database is the right tool, because spreadsheets have row limits and slow down badly. The paper has built a statement around this.
Browser against search engine against portal. Chrome, Firefox, Safari, Edge and Opera are browsers, meaning programs installed on your machine. Google, Bing and Yahoo are search engines, meaning websites. When a question asks which is not a web browser, a search engine is usually the answer sitting in the list.
Statistical software
Here is the part written for this examination specifically.
| Software | What it is | Statistical? |
|---|---|---|
| R | Open source language and environment for statistical computing | Yes |
| SPSS | IBM’s statistical package, popular in social sciences | Yes |
| Minitab | Statistical package, widely used in quality control | Yes |
| SAS | Commercial analytics and statistics suite | Yes |
| Stata | Statistical package used in economics | Yes |
| MATLAB | Numerical computing, not primarily statistical | Partly |
| GIMP | Image editing, nothing to do with statistics | No |
GIMP is the odd one out, and it was placed in a list with Minitab, R and SPSS in 2016 for exactly that reason. It stands for GNU Image Manipulation Program.
R, in one paragraph
R is free and open source, it is both a language and an environment, and it is interpreted rather than compiled. Its strength is the enormous collection of contributed packages for statistical methods and graphics. For ISS, R matters twice over: it can appear here as a named package, and it is a named option in the Statistics IV syllabus.
Programming languages the paper names
| Language | Key facts asked |
|---|---|
| Python | High level, interpreted, platform independent, can build web applications, dynamically typed |
| C sharp | Designed to work with the Microsoft .NET platform |
| Java | Platform independent, compiled to bytecode then interpreted |
| C | High level, compiled, general purpose |
Python has been asked twice, in 2021 and 2026. The true statements are that it is interpreted, platform independent and usable for web applications. A statement calling Python a compiled language, or claiming it is machine dependent, is the false one.
Scripting languages
A scripting language assumes that a collection of useful programs already exists and provides a way to glue them together. It is typically interpreted, high level, and written to automate tasks rather than to build systems from scratch. Shell scripts, Python, Perl and JavaScript are the usual examples.
Antivirus
Antivirus is utility software. It scans for, detects and removes malicious programs. Utilities being a branch of system software, both labels can be defended, but the paper’s expected answer is utility software when both appear.
Worked Example 1: Sorting a mixed list
Classify: MS Excel, Windows Defender, Linux, Chrome, GCC, R.
| Item | Category |
|---|---|
| MS Excel | Application software, a spreadsheet package |
| Windows Defender | Utility software, an antivirus |
| Linux | System software, an operating system |
| Chrome | Application software, a browser |
| GCC | System software, a compiler |
| R | Application software, a statistical package |
Ask the same question every time: does it run the machine, maintain the machine, or do the user’s work?
Worked Example 2: Spotting the odd one out
This is the single most common shape in this topic, so practise the shape.
| Question style | List | Odd one | Why |
|---|---|---|---|
| Not a web browser | Chrome, Firefox, Opera, Google | Search engine, not a browser | |
| Not a statistical software | R, SPSS, Minitab, GIMP | GIMP | Image editor |
| Not a system software | Compiler, device driver, operating system, MS Word | MS Word | Application |
| Not an open source OS | Linux, Windows, Ubuntu, Fedora | Windows | Proprietary |
Find the category first, then find the member that does not belong to it. Trying to recall facts about each item separately is slower and less reliable.
Worked Example 3: Which statement about Python is wrong
Given four statements about Python, how do you find the false one?
| Statement | Verdict |
|---|---|
| It is an interpreted language | True |
| It is platform independent | True |
| It can be used to create web applications | True |
| It is compiled directly into machine code before execution | False |
Python is interpreted. Every false statement about Python in this paper has been a variation on calling it compiled, machine dependent, or low level.
How This Gets Asked
The statistical software question [2016]
Which of the following are statistical softwares? 1. Minitab 2. GIMP 3. R 4. SPSS
Minitab, R and SPSS. GIMP is an image editor.
This question tells you something about the examiner. It was written for candidates who will spend their careers doing statistics, and it assumes you know what your own profession’s tools are called. It is the friendliest question in the Computer section, and candidates still lose it.
The utility task count [2024]
Consider the following tasks: I. Search and replace II. Encryption III. Virus scanner IV. Backup V. Data recovery How many of the above are tasks of utility software?
Four of the five. Search and replace is a word processor feature, not a utility.
Note the format. It asks how many, not which ones. That removes the option elimination shortcut entirely and forces you to judge every item on its own.
The Python question [2021 and 2026]
Which one of the following is not correct about Python language? [2021]
Consider the following statements in respect of Python programming language: I. It can be used to create web applications. II. It is interpreted language. III. It is platform independent language. [2026]
In 2026 all three statements are correct. In 2021 the task was to find the wrong one.
Same facts, opposite instruction. Read whether the question wants what is true or what is not, because the paper switches between the two within the same topic.
Quick Revision Table
| Point | Value |
|---|---|
| Utility software | Antivirus, backup, compression, encryption, data recovery |

| GIMP is | An image editor, not statistical software |
| R is | Free, open source, interpreted, both a language and an environment |
| Browsers | Chrome, Firefox, Safari, Edge, Opera |
| Google and Bing are | Search engines, not browsers |
| Python is | High level, interpreted, platform independent |
| Language for the .NET platform | C sharp |
| Scripting language | Interpreted, assumes existing programs are available |

Frequently Asked Questions
How many questions come from packages and utilities in UPSC ISS?
Six across the ten papers from 2017 to 2026, about one every eighteen months, worth 1.5 marks a year. It is a small topic, but the questions are easy and specific.
Which statistical software is asked in UPSC ISS?
R, SPSS and Minitab have all been named directly. SAS and Stata are reasonable to know. GIMP has appeared in a statistical software list as the odd one out, since it is an image editor.
Is antivirus system software or application software?
Antivirus is utility software, and utilities are normally classified under system software. When both options appear in a question, utility software is the expected answer because it is more specific.
Is Python a compiled or interpreted language?
Interpreted. It is also high level and platform independent. Statements calling Python compiled or machine dependent are the false options the paper uses.
What is the difference between a browser and a search engine?
A browser is a program installed on your machine that displays web pages, such as Chrome or Firefox. A search engine is a website you visit through a browser, such as Google or Bing.
Which language was designed for the Microsoft .NET platform?
C sharp, written as C#. It was created by Microsoft specifically to work with the .NET framework.
Do I need to learn R for UPSC ISS?
Not for Statistics Paper I, where R appears only as a named package in objective questions. If you choose Computing with C and R as a Statistics IV section, then yes, you need working knowledge of it.
