Census 2027 India is the country’s first population census in fifteen years, and of every current affairs topic this cycle, it is the one most likely to follow you into the interview room.
If you are selected into the Indian Statistical Service, you will work inside a system where the census is the foundation of almost every other dataset. Sampling frames are built from it. Population projections start from it. Fiscal transfers, delimitation and welfare targeting all rest on it. An ISS candidate who cannot discuss the census confidently has a visible gap, and boards notice it.
Short answer. Census 2027 India is the first population census since 2011, after the 2021 round was postponed by the pandemic. The first phase, houselisting, began on 1 April 2026, with an approved outlay of about Rs 11,718 crore. It will be India’s first fully digital census, will allow online self enumeration for the first time, and will record caste in a decennial census for the first time since 1931. Its results will drive the next delimitation of constituencies.
What a Census Is, and Why It Is Called the Mother of All Surveys
A census is the official process of collecting, compiling, analysing and disseminating demographic, social, economic and cultural information about every individual and household in a country.
The key word is every. A sample survey collects information from a selected group and infers the rest. A census attempts complete enumeration.
That difference is why the census is called the mother of all surveys, and it is worth stating precisely in an answer. Almost every large sample survey in India, including the National Family Health Survey and the Periodic Labour Force Survey, draws its sampling frame from census data.
When the frame ages, every survey built on it inherits the error. India has been running its surveys on a 2011 frame for fifteen years.
That single sentence is the strongest point you can make on this topic, and it is the one a general aspirant will not make.
Why Is Census 2027 India a Landmark
Four reasons, and each one can carry a line in an answer.
The longest gap since Independence
India normally conducts a census every ten years. The round scheduled for 2021 could not be held because of the pandemic and the disruption that followed. Census 2027 therefore comes after fifteen years, the longest interval between two censuses since Independence.
The scale of what changed in between
The country has changed enormously through rapid urbanisation, migration, digital connectivity, welfare expansion, falling fertility, rising education and better healthcare access.
The United Nations Population Fund estimated India’s population crossed 146 crore in 2025, against 121 crore counted in 2011. Census 2027 is therefore expected to record an increase of roughly 25 to 30 crore people.
The first fully digital census
The shift from paper schedules to digital enumeration is the biggest operational change in the history of Indian census taking. Enumerators will use a mobile application, and for the first time households will be able to complete an online self enumeration form.
Caste, counted for the first time since 1931
A decennial census has not recorded caste since 1931. Scheduled Castes and Scheduled Tribes have been enumerated throughout, but the broader caste enumeration stopped. Census 2027 restores it, and that decision carries consequences for welfare targeting, reservation policy and political representation.

The Two Phases
Every Indian census runs in two phases, and confusing them is a common error.
Phase 1, Houselisting. Information about buildings, houses and household amenities. This began on 1 April 2026.
Phase 2, Population Enumeration. Information about each individual: demographic, social, economic and cultural characteristics.
Houselisting counts structures. Population enumeration counts people. Get that distinction into your answer and the examiner knows you understand the process rather than the headline.
Why Delimitation Makes This Politically Sensitive
Delimitation is the redrawing of parliamentary and assembly constituency boundaries based on population.
The number of Lok Sabha seats has been frozen since the 1970s, using population figures from earlier censuses, specifically so that states which successfully reduced their fertility rates would not lose political representation to states which did not.
Census 2027 provides the population data that the next delimitation exercise will use. That is why a statistical exercise carries political weight, and why the question “when is the census” is never only an administrative question.
This is the single best example you can give of official statistics driving constitutional outcomes, which is exactly the connection an ISS interview board is looking for.
How This Is Asked in the UPSC ISS Paper
Question 4 of the General Studies paper is Polity and Governance. The census appears there, and it also appears in the Economy question whenever population data drives a policy debate.
For an ISS candidate it has a third door: Official Statistics in Statistics Paper II, where the Indian Statistical System and its major data collections are directly examinable.
Model answer skeleton, about 200 words
- Opening. Census 2027 India, the first in fifteen years, houselisting from 1 April 2026, outlay about Rs 11,718 crore.
- What a census is. Complete enumeration against sample survey, and the census as the sampling frame for NFHS, PLFS and others.
- The four landmarks. Longest gap, scale of change since 2011, first digital census with self enumeration, caste recorded for the first time since 1931.
- The two phases. Houselisting and population enumeration, and what each collects.
- Consequences. Delimitation, fiscal transfers, welfare targeting and updated sampling frames for every other survey.
- Closing. A census is not only a count. It is the base layer of the entire statistical system, and a fifteen year old frame degrades everything built on it.
Three Mistakes to Avoid
Confusing the two phases. Houselisting is buildings and amenities. Population enumeration is people. Swapping them is an immediate signal that you read a headline rather than the process.
Treating caste enumeration as only political. It is also a statistical problem: classification, comparability with 1931, and how self reported categories are coded. Mention the statistical difficulty and your answer separates itself instantly.
Forgetting the sampling frame point. Most candidates write about population counting. Very few write that every major survey in India inherits census error through its frame. That one line is worth more than three lines of description.
Frequently Asked Questions
When is Census 2027 India being conducted?
The houselisting phase began on 1 April 2026, with population enumeration to follow. It is India’s first census since 2011, after the 2021 round was postponed.
Why is Census 2027 delayed by fifteen years?
The census scheduled for 2021 could not be conducted because of the pandemic and the operational disruption that followed, making the 2011 to 2027 interval the longest between two censuses since Independence.
Is Census 2027 a digital census?
Yes. It is India’s first fully digital census, with enumerators using a mobile application and households able to complete an online self enumeration form for the first time.
Will caste be counted in Census 2027?
Yes. Census 2027 will record caste in a decennial census for the first time since 1931. Scheduled Castes and Scheduled Tribes have been enumerated throughout the intervening period.
What is the cost of Census 2027?
The approved outlay is approximately Rs 11,718 crore.
How does the census affect delimitation?
Delimitation redraws constituency boundaries based on population. Lok Sabha seat numbers have been frozen using earlier census figures, and Census 2027 provides the data the next delimitation exercise will use.
Why is the census called the mother of all surveys?
Because almost every large sample survey in India, including the National Family Health Survey and the Periodic Labour Force Survey, draws its sampling frame from census data. When the frame ages, every survey built on it inherits the error.
