DBMS for UPSC ISS is a small topic that punches above its weight, because the same two ideas keep coming back and one of them carries the most repeated trap in the entire Computer section.
Quick answer. Databases have produced 6 questions in the last ten papers, about 0.6 a year, worth 1.5 marks. Four topics cover almost all of them: the tree structured data model, the ACID properties, what SQL can do, and client server architecture. Learn those four and close the book. Do not open a database textbook for this.
Statistics Paper I, Section IV. Syllabus item: Data, Information, Database. One word for a topic worth six questions. Everything here builds on Data and Information for UPSC ISS.
What a DBMS actually does
A database is an organised collection of related data. A database management system is the software that sits between the user and that data and controls every access to it.
| The DBMS provides | Meaning |
|---|---|
| Data integrity | Rules that keep the stored data correct and consistent |
| Reduced redundancy | One fact stored once, not copied across files |
| Data security | Users see only what they are permitted to see |
| Concurrent access | Many users at once without corrupting each other’s work |
| Backup and recovery | Restoring the data after a failure |
| Data independence | Changing the storage does not break the programs |
A DBMS helps the user maintain data integrity while performing operations on the data. That is the phrasing the paper has used, and it is correct.
The data models
This is the most asked idea in the topic, by a distance.
| Model | Structure | Relationship | Example |
|---|---|---|---|
| Hierarchical | A tree | One parent, many children | IBM IMS |
| Network | A graph | Many parents, many children | IDMS |
| Relational | Tables of rows and columns | Linked by key values | MySQL, Oracle, PostgreSQL |
| Object oriented | Objects with data and methods together | Inheritance | ObjectDB |
The hierarchical model arranges data files in a tree structure. It has been asked in 2021 and again in 2024, in two different wordings, and the answer is hierarchical both times.
Tree means hierarchical. Graph means network. If the word “tree” appears in the question, the answer is hierarchical. If a child is allowed more than one parent, it is network. Nothing else in this topic repeats as reliably as this.
The relational model, in the words the paper uses
| Formal term | Everyday term |
|---|---|
| Relation | Table |
| Tuple | Row or record |
| Attribute | Column or field |
| Degree | Number of columns |
| Cardinality | Number of rows |
| Key | What it does |
|---|---|
| Primary key | Uniquely identifies each row. Cannot repeat, cannot be empty |
| Foreign key | A column that points to the primary key of another table |
| Candidate key | Any column that could serve as the primary key |
The ACID properties
Four guarantees a database makes about every transaction. This is where the most repeated trap in the Computer section lives.
| Property | Guarantee |
|---|---|
| A, Atomicity | The transaction happens completely or not at all. No half transfers |
| C, Consistency | The database moves from one valid state to another valid state |
| I, Isolation | Concurrent transactions do not interfere with each other |
| D, Durability | Once committed, the result survives a crash or power failure |
There is no S in ACID. A 2022 question listed Atomicity, Durability, Isolation and Security and asked which are transaction properties. Three of the four are genuine. Security is not an ACID property, and it sits there looking entirely reasonable, because a database obviously does provide security. It just is not one of these four. The missing one is Consistency.
Remember it as the word itself. A, C, I, D. If a listed property does not fit one of those four letters, it does not belong, however sensible it sounds.
SQL
SQL is Structured Query Language, the standard language for working with relational databases.
| SQL can | Example command |
|---|---|
| Execute queries against a database | SELECT |
| Retrieve data | SELECT |
| Insert records | INSERT |
| Update records | UPDATE |
| Delete records | DELETE |
| Create databases and tables | CREATE |
| Set permissions | GRANT, REVOKE |
The three sub languages
| Sub language | Stands for | Commands |
|---|---|---|
| DDL | Data Definition Language | CREATE, ALTER, DROP |
| DML | Data Manipulation Language | SELECT, INSERT, UPDATE, DELETE |
| DCL | Data Control Language | GRANT, REVOKE |
A 2023 question listed several things SQL can do, and the point was simply that it does all of them. SQL is not only for reading data.
Client server architecture
| Side | Responsible for |
|---|---|
| Client | The user interface, sending requests, displaying results |
| Server | Managing database access, security, integrity and concurrency |
The database server is primarily responsible for managing database access, security and integrity. The client only asks and displays. That was asked in 2025 in almost those words.
The database administrator
The DBA is the person, not the software. They design the schema, grant and revoke permissions, plan backups, tune performance and enforce standards. When a question asks who is responsible for the overall control of the database, the answer is the DBA.
Worked Example 1: Choosing the right data model
Match each situation to the model that fits it.
| Situation | Model | Why |
|---|---|---|
| A company org chart where each employee has exactly one manager | Hierarchical | One parent per child, a clean tree |
| A university where each student takes many courses and each course has many students | Network | Many to many, a graph |
| Customer, order and product data linked by identifiers | Relational | Separate tables joined by keys |
The test is how many parents a child may have. Exactly one means hierarchical. More than one means network. If the answer is “it depends, they are joined by keys”, it is relational.
Worked Example 2: Reading a transaction against ACID
A bank transfer of 5,000 rupees from account A to account B. Two steps: debit A, then credit B.
| What could go wrong | Which property prevents it |
|---|---|
| The system crashes after debiting A but before crediting B | Atomicity. Both steps happen or neither does |
| The total money in the bank changes during the transfer | Consistency. Valid state to valid state |
| Another transaction reads A’s balance mid transfer and sees the wrong figure | Isolation. Concurrent transactions do not interfere |
| The power fails right after the transfer completes and the transfer is lost | Durability. Committed results survive failure |
Learn ACID through this one example and you never confuse the four again. Each property blocks one specific disaster, and the disasters are easy to picture.
Worked Example 3: Sorting SQL commands
Classify: CREATE TABLE, SELECT, GRANT, DROP, UPDATE.
| Command | Sub language | Does what |
|---|---|---|
| CREATE TABLE | DDL | Defines a new structure |
| DROP | DDL | Removes a structure |
| SELECT | DML | Reads data |
| UPDATE | DML | Changes data |
| GRANT | DCL | Gives a permission |
Definition, manipulation, control. Ask whether the command changes the structure, the data, or the permissions.
How This Gets Asked
The tree, twice [2021 and 2024]
In the context of database management system, which one of the following data models enables us to arrange data files in the tree structure? [2021]
In which of the following data models are the records arranged in the form of a tree? [2024]
Hierarchical, both times. Same answer, reworded, three years apart.
For a topic that produces six questions in ten years, two of them being the same fact tells you where to spend your time. This one word is a third of the topic’s entire weight.
The ACID trap [2022]
Which of the following properties of transaction mechanism in a database system are correct? 1. Atomicity 2. Durability 3. Isolation 4. Security
Atomicity, durability and isolation only. Security is not an ACID property.
This is the most repeated trap in the whole Computer section because it is so well built. Security is a genuine and important feature of a DBMS. It is simply not one of the four transaction properties, and a candidate who knows databases in general but has not memorised the four letters will mark it as correct.
Client or server [2025]
In a client server Database Management System architecture, which one of the following is primarily responsible for managing database access, security and integrity?
The server.
The client sends requests and shows results. Everything protective happens on the server, which is the whole architectural reason for splitting the two.

Practice Set
Ten questions. No answer key below.
Write your answers in the comments, all ten in a single comment, in the format 1-b 2-a 3-d and so on. The full answer key is posted in this same thread after seven days.
A year in brackets means the question is from that paper. The rest are written in the same pattern.

- Consider the following statements: I. A primary key can contain a null value. II. A foreign key refers to the primary key of another table. Which of the statements given above is or are correct?
Question 2 is the one to sit with. If you can say why the fourth item is wrong without hesitating, you have the most repeated trap in the section.
Frequently Asked Questions
How many questions come from DBMS in UPSC ISS?
Six across the ten papers from 2017 to 2026, about 0.6 a year, worth 1.5 marks. It is a small topic and should be treated as one.
Which data model arranges records in a tree structure?
The hierarchical model. Each child has exactly one parent. The network model uses a graph and allows a child to have several parents. This has been asked twice, in 2021 and 2024.
What are the ACID properties?
Atomicity, Consistency, Isolation and Durability. Security is not one of them, and it is the most repeated trap in the Computer section because it appears entirely reasonable.
What is the difference between a primary key and a foreign key?
A primary key uniquely identifies each row in its own table and can never be empty. A foreign key is a column that points to the primary key of another table, creating the link between them.
What can SQL do?
Query, insert, update and delete records, create and alter databases and tables, and grant or revoke permissions. It is not limited to reading data, which is what a past question was checking.
In client server architecture, who manages security?
The server. It handles database access, security, integrity and concurrency. The client sends requests and displays the results.
How much time should I give DBMS for UPSC ISS?
An hour, once, then a ten minute revision before the examination. Six questions in ten years does not justify more, and the four repeated ideas in this article cover almost all of them.
